Mr. Arbour is a lifelong resident of Baton Rouge. He is a 1965 graduate of Catholic High School. He received a B.S. in Personnel Management from the E.J. Ourso School of Business at Louisiana State University and his Juris Doctorate from the LSU Law Center. Mr. Arbour has practiced law in Baton Rouge for thirty-two years. He is admitted to practice in all Louisiana state courts, the Eastern, Western and Middle Districts of the U.S. District Courts in Louisiana, the Fifth and Eleventh Circuit Courts of Appeals and the United State Supreme Court.
He is in his third term of office and served as President of the East Baton Rouge Parish School Board from 2008 through 2010.

Mr. Arbour is married to Dianne Rabalais Arbour. He is the father of two sons, Gerald Thomas Arbour, Jr. M.D. and Grant Todd Arbour.
